Fly tipper loses Mercedes to city council after being caught dumping rubbish on CCTV

City of Wolverhampton Council has become the first Black Country Authority to obtain legal rights to a vehicle following the owner fly tipping on city streets.

Florin Stanescu, who lives in Wolverhampton, faces a legal bill of almost £2,000 after being caught on CCTV dumping a large amount of household waste, at Haggar Street in Blakenhall. 

The CCTV footage shows Mr Stanescus, along with a young child, dumping a number of items including 8 black bin bags and a cardboard box onto the residential street. 

Walsall Magistrates Court ordered Mr Stanescu to pay £1802.24 and made a Forfeiture Order to transfer the rights of the vehicle to the City Council.

Councillor Steve Evans, Cabinet Member for City Environment at City of Wolverhampton Council said: “This the first time a Black Country Authority has used its powers to apply for a Forfeiture Order to transfer the rights of the vehicle to the City Council following this criminal behaviour.

“I’m pleased we have the support from the court to help us clamp down on fly tippers and the offender has received a substantial fine for his selfish acts. 

“Mr Stanecus has been clearly captured on CCTV dumping waste at one of our residential streets. 

“He chose to drive to this particular spot to illegally dump his rubbish instead of going to the tip – there is no excuse for this behaviour, it is not acceptable, and we are not going to tolerate it.

“I would like to thank the Environmental Crime team for their continued efforts to clamp down on fly tippers and help keep the City of Wolverhampton a clean place to live, work and visit.”

Mr Stanescu pleaded guilty to fly tipping on 1 March, 2019. 

The success follows the City Council’s ‘Shop a tipper’ campaign to clamp down on fly tippers across the city.
